中国科学院数学与系统科学研究院（以下简称数学院）成立于1998年12月，是由中国科学院数学研究所(建于1952年)、应用数学研究所(建于1979年)、系统科学研究所(建于1979年)及计算数学与科学工程计算研究所（建于1995年）四个研究所整合而成。首任院长是杨乐院士，继任院长是郭雷院士，第三任学术院长为席南华院士、执行院长为王跃飞研究员，第四任院长是席南华院士，现任院长是张平院士。 

目前，数学院除了下属的四个研究所以外，还有数学科学全国重点实验室、中国科学院数学科学科教融合卓越创新中心、中国科学院国家数学与交叉科学中心、中国科学院晨兴数学中心。

数学院现诚邀广大青年学者加入。

一、申请条件

1、申请人应当具备以下条件：

（1）遵守中华人民共和国法律法规，具有良好的科学道德，自觉践行新时代科学家精神；

（2）出生日期在1986年1月1日（含）以后；

（3）具有博士学位；

（4）研究方向主要为基础数学、应用数学、计算数学、系统科学、控制理论、统计学、数学物理、信息论、运筹学、理论计算机科学、计量经济学、密码学、人工智能数学理论等；

（5）在取得博士学位后，一般应在海外知名高校、科研机构、企业研发机构等获得正式教学或者科研职位，且具有连续36个月以上工作经历；在海外取得博士学位且业绩特别突出的，可适当放宽工作年限要求（不适用于通过中外联合培养方式取得海外博士学位的情况）。

在海外工作期间，同时拥有境内带薪酬职位的申请人，其境内带薪酬职位的工作年限不计入海外工作年限。

（6）取得同行专家认可的科研或技术等成果，且具有成为该领域学术带头人或杰出人才的发展潜力；

（7）申请人尚未全职回国（来华），或者2025年1月1日以后回国（来华）。获资助通知后须辞去海外工作并全职回国（来华）工作不少于3年。

2、限项要求

执行国家科技人才计划统筹衔接的相关要求。同层次国家科技人才计划只能承担一项，不能逆层次申请。

二、支持措施

1、执行高层次人才年薪制

2、按照国家和中国科学院的政策给予科研经费200-600万元

3、给予安家费100万元及其他相关配套支持

4、提供人才公寓或享受人才周转用房租金补贴

5、协助解决子女入托、入学

Inviting applications for National Science Fund for Excellent Young Scholars (Overseas) through AMSS

About AMSS 

The Academy of Mathematics and Systems Science (AMSS) of the Chinese Academy of Sciences is the top research institution of mathematics and systems science in China. It is dedicated to conducting the highest level research in pure mathematics, applied mathematics, systems science, and mathematical applications. Currently, AMSS has approximately 300 faculty members, including 14 CAS Academicians, 1 CAE Academician, and 45 recipients of the National Science Fund for Distinguished Young Scholars. AMSS also hosts over 150 postdoctoral researchers and about 450 PhD students. AMSS invites young scholars working in all areas of mathematics to join us.  

Requirement for Applicants 

(1) Abide by the laws of the People’s Republic of China and uphold high standards of scientific ethics. 

(2) Born on or after January 1, 1986. 

(3) Have a PhD degree in mathematics or related areas. 

(4) Research in areas including but are not limited to: pure mathematics, applied mathematics, computational mathematics, systems science, control theory, statistics, mathematical physics, information theory, operations research, theoretical computer science, econometrics, cryptography, and the mathematical theory of artificial intelligence.

(5) Have at least 36 months of work experience at universities or academic research institutions overseas (excluding the time when concurrently holding a paid position in China). For those who have obtained a PhD degree overseas and have an outstanding research record, the work experience requirement may be relaxed. 

(6) Demonstrates a strong research record and the potential to become a leading expert in the field. 

(7) The applicant must be either not currently working in China, or should have started working in China on or after January 1, 2025. Upon approval of the fund, the recipient is required to work full-time at AMSS for at least three years.
